Faulty pay in 4 plan won't clear.

Hi everyone PayPal just keeps sending me on a pointless support loop where I can't actually get anywhere to anyone to fix a faulty pay in 4 plan. The plan didn't work due to some kind of IT glitch, the first payment sat as pending in my bank account until it timed out and the funds were released. However, the plan never cleared, does not show up as a transaction that can be investigated and is just stuck there. Now I need to get the associated credit card off my PayPal account and I can't do that because it's locked to that faulty pay in 4 that I can't report because according to PayPal it doesn't exist. Are there any real means of technical support from PayPal?
