Eligibility for working captial loan

I have been given paypal working capital loans in the past. Now it suddenly it says that people in my state (North Dakota) are not eligible. What makes a state suddenly not eligible?

I do understand your concern. PayPal Working Capital is currently unavailable to businesses located in North Dakota, South Dakota, or Virginia.

If this does become available for your state in the future, we will make sure to notify all our customers.

@PayPal_RachelK Can you clarify the reason why this is? I can't find any answers in regards to what our state (also ND) has in place that would make this type of loan not allowed.
