Claiming refund for shipping cost on returns

I am wanting to claim the shipping cost of my return and all I can find is "report a problem", and it doesn't even ask for the shipping amount?

Welcome to the PayPal Community Forum!
I understand you have some questions regarding PayPal's Return Shipping On Us.
This return shipping service is being sunset, I will leave more information below.
In the first phase, which begins on September 22nd, the activation (or opt-in) option will no longer be available. This means new customers will not be able to activate the service any longer as there will be no option available.
However, if you have previously activated or used the service, this will remain active for an additional 60 days, until November 26th 2022.
Again, this option is only available for customers who have already activated it before the September 22nd deadline.
