Nobody knows. Very few people seem to be getting them; your story is the same as many, many others over the last year or so.
Customer service has no idea, Paypal and WebBank have not said anything or commented on it...we're literally all just as much in the dark as you are.
There's no "trick" to it or anything else. Believe me, we've all been trying to figure it out for a long time. All we've been able to do is guess and speculate, but no one really has any actual answers.
