Cannot process when Int'l customer's phone does not match the address country

When I get an order going out the US, customer's phone number could be different from their residing/shipping/billing address' country, especially in the EU. You can have a phone number from any country nowadays! But I can't save customer's phone number if it's in a different country from the address, therefor I cannot process that order. Please make a change to this rule, as a merchant we cannot do anything about the phone number of a customer.
Is there a fix or how do I get past this? Thanks
