Can we add Chicago Water Bill for Bill Pay ?

Hello

I am unable to add Chicago Water Bill for payment in Bill Pay. I was able to successfully add my electric bills from COMED. 

The website for Chicago Water Bill is https://chicago.docugateway.com/main/user/user_accounts/

Kindly let us know if this biller is not yet connected to paypal.
