Can't get past the step to set the new PIN when ordering the Paypal Debit Mastercard

Hello!

 

 

When I try to order the Paypal Debit Mastercard, I can't get past the step to set the new PIN. 

 

After I input the PIN and Continue, it always says "We can't update your account", and its frustrating. 

 

Could anyone help with what I need to do here? Or if Paypal team could review this issue, it would be much helpful!
