Can't apply for PayPal Cashback Mastercard

I closed my previous PayPal card to try apply for the new cashback one. I owe no balances. It is saying:
"Looks like you already have a PayPal Mastercard or Smart Connect"
I have nothing of the such open however. When will this rectify?

I do understand your frustration with this. It sounds like the previous PayPal card you had, may still be linked to your account.
