Can I use the chip reader if I download Paypal Here to my laptop?

I already have Paypal Here on my phone.  I want to be able to use it from my Windows laptop, and I want to be able to use the card reader.  I see that there's a Paypal Here app in the Microsoft store; but, when I try to access it, I am not able to download the app, i.e. there's no link or button to click to download the app.
