I'm sorry to hear your Pay in 3 transaction has not been completed successfully. It sounds like an authorisation, or a pending hold, was placed on the first purchase. However, since the actual transaction didn't initiate correctly, the authorisation should be released in around 72 hours. If it's not a time-sensitive purchase, I recommend waiting until the authorisation is released before attempting another purchase. You can learn more about pending authorisations on the PayPal Help Centre here.
