Welcome to the PayPal Community! Are you asking about your PayPal balance or PayPal Credit product? You can fund transactions with your PayPal Credit, but you wouldn't be able to transfer it to your bank or debit card. If you have a balance in your PayPal account, that's what you can transfer to your bank or card if you wish to do so.
