XOOM ACCOUNT

I cannot create a XOOM account, is there anyone who can help me? I'm from Ecuador and when I log in with my Paypal credentials says that I'm not eligible to create my account.

Looks as if you can receive xoom payments in your country but don't have the option to send them.
