Why is PayPal saying We can't update your account when I try to get a pay card ?

I’m getting very frustrated because this isn’t the first time it’s happened to me . This is like my 3rd account ,different email,number etc and it’s still saying they can’t update my account but only when I’m trying to get a pay card . Why is that and how can I get a PayPal debit card ?

You would need a paypal cash or cash plus account to get this card.

Well its a U.S link so if you are not in the U.S may not apply for you.

However as you haven't said which country you are in then can't help you.
