Why does PayPal add such a high sales tax?

I just ordered something paying with PayPal. It added 23% Sales tax. Why such a high sales tax?

Do you live in the USA or somewhere that taxes that high are charged to the buyer all the time?

I am in the USA. No. Most of our sales tax is 8%
