What happened to the $5 for app download

1.Create your account, make sure you add a payment method at the same time.
2.Receive a $5 reward.
3.Spend $10 using PayPal within 30 days of signing up, and a $5 reward will be applied at checkout.

Actually, the offer specifically says "Download the app, log in to the app, receive $5" It does not say anything about making a purchase or adding a payment method. It does say "Terms apply" but when you click on the offer, it just loads your account overview and does not show any terms.
I have the same issue. I have downloaded the app and logged in, but there is no $5 reward added as a result.
