I was issued a PayPal voucher a couple of months ago because of counterfeit merchandise that I could not resolve that had been processed on my credit card through PayPal. I am finding out that there are no merchants that accept these vouchers. I feel that this is an easy way for PayPal to keep the customer from using the voucher, which is probably legal, but a very poor business practice. Any suggestions?
