It sounds like you're asking if you need to provide your tax payer information, even if you're not planning on receiving more than $600. In addition to providing your information for reporting purposes, we recommend providing your information so you can upgrade your account to a PayPal Balance account. This type of account can hold a balance and access more features than just a basic PayPal account.
