I am sorry to know about the trouble with PayPal.me. If the buyer is unable to cancel the payments, they can certainly report the charge once the transaction shows as completed. If the buyer or you need any further assistance, you can reach out to customer support by clicking 'Contact' at the bottom of any PayPal page.
