Paypal - Misleading Advertisement should be removed...

Now... This ad makes it appear as though if I pay off my current "Working Capital Business" loan... I have a chance for applying for another one and getting approved. Which I did last time. And could not apply for another loan after... For quite some time. Sadly, after a lot of research... Im finding that MANY clients get that second loan and end up denied for further loans for a year or so. There is a really strong correlation.
Wouldnt that make the above ad a touch misleading... If not self destructive on paypals part?
Why lead customers intentionally into a situation that may lead to them getting denied for future funding for long periods of time?
Why not be up front about this being a consequence?
Asking because I find myself trying to plan for some hardware upgrades... And im nervous about even using this product again.
