I used the Pay in 4 feature on an item but the full amount of my purchase, as well as the pay in 4 amount, are pending, did Paypal just double charge me or will the pending hold on the full amount be dropped?

The hold on the full amount should drop.
It happens. Hit the "Login to Ask the community" button to create a question for the PayPal community.
