PayPal Credit Error message "Sorry, we can't offer you PayPal Credit right now."

I am trying to pay my federal taxes using PayPal Credit at payusatax.com but I get the message "Sorry, we can't offer you PayPal Credit right now. Please select another funding source to complete your purchase." What is the issue? I have used PayPal Credit in years past.

PayPal's system approves or declines transactions at it's discretion. That's how all their credit products work. The checkout system does some internal checks and comparisons for risk to decide whether to offer it or not before or even after you've used PayPal Credit at which they may put it on the next available funding source which may or may not been an option.

You can try it again, once more, just in case it was some glitch.

So I can have ample available credit with PayPal Credit, but still can't use it? That is kind of comical.
