PayPal Credit Card Rewards

I have been trying to get gift cards with my PayPal credit card Rewards for 3 months and I keep getting "ERR_CONNECTION_TIMED_OUT" anyone else have this problem? I even did the vitual thing and they got snotty and ended the session.

I called the credit card number on the back of the card. They were able to get my gift cards. I never was able to get on from the web site. I hope that helps.
