I heard PayPal is not accepting new business at the moment unless it's already making high revenue. Is that true?

Not sure where you would have heard that..?? They are absolutely allowing new accounts to be created.

A person I know has been trying to open a business account for an app and they told her at the moment PayPal is not opening new accounts for businesses that don't yet have money flowing through the business. The project needed PayPal integration but the account was denied.
