Invalid value on customs form for international letter error. How to fix?

Why am I getting this error message:

Unable to print the requested label at this time. The following error occurred.

The value entered on the customs form is invalid. Please check it and try again.

Every time I try to print an international letter postage?  I have tried everything and am at my wits end.
