Credit Increase Denial

I have a PayPal credit of $550.00.  I've asked to increase it to $600.00 and it was denied.  I spoke to Synchrony bank who says I'll be sent a letter in 7-10 business days.  Synchrony will not give me a reason why.  I find it unacceptable as my income is $85,000/year, I have no debt and my credit score is 788.

This makes no sense.  What is going on? I am caught in a loop with Synchrony saying talk to PayPal and PayPal saying talk to Synchrony.  What is this?

Contact options for each countries Paypal customer services are accessed by clicking help/contact bottom left of Paypal pages.

1. Paypal phones when available (you can use the guest option if you can't log in).
2. Live chat is also randomly available.
3. You can send them a message, during business hours you may also be able to message whilst logged out.
Or
4. Have you considered contacting Customer Service via Facebook or Twitter?
You can send them a personal message from their Facebook or Twitter pages.

Thank you however I've already contacted them meaning Synchrony Bank. They don't know why I was denied but the letter was sent.
