In PayPal credit where it says x amount of money and at the bottom of it, it says a larger sum that you could go up to. Is the initial x amount of money, money that you owe?

Under your PayPal Credit section, you should see "Current balance" which is the amount you currently owe and under "Available credit" is the amount of your credit line that your have left to spend.
