Can I send money from my PayPal credit account to someone that does have a PayPal account

Can money be sent from a PayPal credit account to someone that doesn’t have a PayPal account

If you mean PayPal Credit line of credit, yes. You can send to their email address and PayPal will notify them via email how to set up account to claim money.
