Calculating shipping costs before sending invoice

Hello everyone. I'm charging my customers for the cost of shipping. From my main page though, it appears that I can only create a mailing label (and therefore calculate shipping costs) after a customer has already paid. How do I calculate the reduced rate PayPal shipping cost before my customer has paid...and how do I include that in the invoice? I tried to set up postage calculations in the postage section, but it didn't translate to being able to do this when creating an invoice.
