Additional PayPal debit card for a family member.

I'm trying to order an additional PayPal debit card for a family member on my PayPal account, so One debit card for myself and an additional card for my sister so she can use it on my PayPal account... I have not found any information that's current in order to solve this problem.

Not possible. See cardholder agreement, section 7 and 8.

I just read section 7 section 8 of the terms and agreement and I have to admit it's remarkable because how I got the idea of ordering a card or wanting to order a card for my sister was for my girlfriend, she has two additional cards one for her sister and her brother. She told me she just called PayPal told them she wanted to order cards and they gave her additional cards she can see what transactions they make where and when the transactions. She did do this years ago though and I see in the terms and agreements... That they recently changed it but how they still have cards amazes me.
