20$ promotion on using paypal credit not applicable if the item is refunded.

My 20$ paypal credit item was refunded. Paypal took the 20$ from the refund and credited me the remaining amount. Paypal should transfer the 20$ credit on the other items purchased with paypal credit. This is not correct.
