We have started using Payouts API but it is not working as described in this documentation: https://developer.paypal.com/docs/payouts/#payout-models
When we send a Payout to a user with their Phone Number that has not signed up for Paypal, they do not receive a SMS notification that they have received money and they are not prompted to sign up.
Any ideas?
