Can we charge the user for the fees in PayPal API

Currently, we are using PayPal method API Payouts. But this method doesn't work correctly. Because the fees are paid by the sender. Is it possible to make the receiver pay the fees?

For US transactions the Payouts API uses a flat fee structure of 25 cents. You could just subtract that from the amount you're sending to the person to cover it, but of course you'll want to make sure they're aware of what's going on.
