if your New to Paypal? I would advice to contact an agent. follow these steps

#1 login to account

#2 scroll all the way down & click on (Contact us)

#3 scroll all the way down again & click on (email us)

#4 select on the left window the reason. select (payments)

#5 select (Sending Money)

#6 select (can't make a payment)

#7 write the problem on the (message window)

#8 click (Send email)

do all this on a (COMPUTER) & not on the App for better RESULTS.

what you might need follow this

#1 Driver's License/ID

#2 SSN

#3 Utility Bill with your name & address

copy all this onto a computer your going to need it to send to them when they request for it. Be (HONEST) REAL IDENTITY

(NO FAKE NAMES!!) or information people are doing that a lot think before you give information.

most likely the reason why you can't send money now is because

you need to give proof of identity to continue using all the services.

you also should (Link a Bank card) that will match your name & proof of identity

for the transaction will go much more smoothly.

any more questions? don't hesitate to ask friend I hope you got all the information you need.
