why the payment not in dolars?

hello,

 

i changed one of my credit card- the one that is related to my bank acount- to be related to a dolars acount and not israeli shekels. the meaning is sepoused to be that there will be no fees from the bank on my payment, if i pay in dolars. (i need to buy dolars for it in my bank acount in israel)y 

 

in order to chack that this work, after speaking with my bank and defining my avount as dolars acount in adition to shekels, and after buying dolars money and making sure i have dolars in my acount, i did a purches with paypal from someone in the usa. 

 

i defined in paypal that i pay dolars and not shekels. still, the charge was from my shekel acount and not from the money i bought in dolars. i put the right credit card, why isnt it work? i spoke with my bank and they do not know. is any of you might guess?
