why does a payment sent to a friend from my paypal balance have a charge added?

according to the blurb when I go through the process of sending money to a friend in USA, there is no charge:

Sending money – Personal payments: 

There are no fees within the U.S. to send money to family and friends when you use only your PayPal balance or bank account, or a combination of your PayPal balance and bank account.

Why then am I being charged $4,99 every time I want to send money to a friend from my paypal balance???

Presumably because you are in South Africa / have an SA paypal account??
