I hope this was resolved since your original post! If not, I would try using a different browser or device when logging into PayPal. You can also try clearing your history, cache and cookies on your current browser to see if that works better.
If that doesn't work, please double check your Notification and Resolution Center to see what may be stopping you from certain actions within your PayPal account.
