Are you trying to add your card to your PayPal account? If yes, you can follow these steps. If you are unable to add the card, the system should report you an error message. If that happens, please make sure that your card is active and has a minimum balance available. Also, please make sure that the card has not been added to your PayPal account before or to any other PayPal account. Lastly, you can let the system resent for 48 hours after clearing your cache and cookies.
