Are you in the UK, only you haven't bothered to say and its not on your profile.

Have you got a bank account linked to your paypal account?

Have you got a card linked to your paypal account?

Have you used paypal before?

Are the funds in your balance in the correct currency?

Is it an international transaction?

Are the funds cleared and not pending?
