unable to send money with confirmed Preferred bank account

Here's a new problem. My wife (she does not have Twitter) added her bank account (savings) to her wallet on paypal. Funnily enough they did not ask for any confirmation like in sending two small deposits. And the account looks confirmed, no exclamation mark or anything. And she set it as her preferred method of payment. She tried transferring money to me (we are both USA members) at my Paypal account and the message was that she could not use her preferred account to do this. Only her debit or credit card. What gives with this?
