unable to respond to text message

I am using a Konka KU9 phone, and I have just received a PayPal text message saying a $18.48AUD transaction is marked as suspicious. It then asks me to respond by pressing 1 to authorize or 2 not to authorize. The $18.48 is for the GST that I have to pay for any goods that gets sent to me from overseas. When I try to reply, I receiving another text message telling me that I can't send or request money by text and that I should download the PayPal app. If I choose to ignore the message, then PayPal pesters me every hour until I give authorization.

 

If I download the app, can I authorize that way?
