trying to make a paypal payment on ebay...its only for £1 but it just will not go through......seller only has a rating of 14....is this the problem.....does the seller have to have a higher rating before i can pay him with paypal ?

I am sorry to hear you are unable to make this payment. The seller rating should not prevent you from making a payment to the merchant. If there are no outstanding issues on your PayPal account and you are still unable to make a payment, please let me know what error message you receive.
