the seller cannot accept payment at this time - error code 70297

Hello,

Today, instead of completing the sale I have received the message from my buyer: "the seller cannot accept payment at this time - error code 70297"

Has anybody had this problem ever. I have entered my Paypal account and don't see any problems there.
