Hello my friend tries to send money from China and it says the recipient cannot accept payments right now but

If the sender is receiving this message this indicates that there is an unresolved issue on the receiving account. When you log into the PayPal account are there any notifications or are there any steps in the Resolution Center that need to be resolved?

What happens if you do have things that need to be resolved? Why does that become an issue?

Because your paypal account may have limitations put on to it until you resolve those issues.
