the payment does not go through

Dear all, I entered the email address or a recipient and the amount to make a payment and it says that I can`t make the payment at the moment and try later. Is it just a technical issue or is something wrong with the recipient email address (that PayPal is trying to protect me from sending out the money because it is not safe). Do you experience such notice when you are making a payment? Thank you
