settling funds

I need to refund a transaction because it is not settling in my bank account immediately..the question is if I refund does the person sending funds get money back immediately

Depends how they 'funded' their paypal payment to you and how you are going to 'fund' the refund.

If bank accounts are involved then paypal use echeques which take 5-7 days to clear.
