For the last 2 weeks I have been trying to send money to pay a personal debt. There is more than enough money in my Paypal account, but when I send a transfer, it is rejected. The sign appears to the effect "It cannot be done now. Try again later. "
As per my experience, in this case you will have to use different funding source to complete this payment or you can pay outside the PayPal. Sometimes due to risks, the security system of the PayPal will reject payments to go through.
