sending money internationally with paypal. KEEPS DECLINING

My payment doesn't go through. It keeps saying its declined. I have done all procedures such as verifying my email, credit card, and all that stuff. My visa does pay fees overseas so I am very confused. I just tried testing out buying a vpn with paypal and it worked. I can't send even 20 cents to people

As you have not added your country to your community profile or said in your post then we can't help (Paypal varies a lot country to country).
