Thanks for your post in the PayPal Community Forums! If you have requested funds from someone, do you mean that you have sent them an invoice?
If so, the request would go through as soon as the other party pays the invoice. The only exception to this would be if the sender pays with an eCheck. An eCheck is like an electronic check and can take some time to process and go through. I would not recommend providing the good or service until the payment shows as "Complete" in your PayPal account.
