refund problem

Hello

I sent a refund but paypal cancelled it and kept the fee.

Now I can't send my refund anymore.
I called paypal 8 or 9 times and the keep saying it will be fixed and would come back to us within 24hours but never come back.

I need them to refund their fee and allow me to refund the client.
