refund, locked out of account, can't access funds

My friend claims he/she is locked out of account I sent funds to. Told me to ask for a refund and send to new account. What should I do?

Depends how you sent the funds ie which option did you select on sending the money AND how did you fund it ie which linked funding source?
Advice is voluntary.
